ICBC Series of Measures Protect and Increase the Value of Injected Exchange Capital

ICBC spokesman confirmed that USD 15 billion injected capital fund from Central SAFE Investments Ltd. was credited into account on April 22. This spokesman expressed that ICBC has adopted a series of corresponding management and risk prevention measures to protect and increase the value of injected exchange capital.

This spokesman related that, ICBC adopt the management principle of "Discreet operation, Centralized management, Protect and Increase value" in order to standardize the operation of injected capital fund in foreign exchanges and to avoid operating risk. Discreet Operation: first priority is steady operation of injection capital. Ensure the security of fund and its liquidity at the same time. Centralized Management: Assets portfolio of injected capital in foreign exchange is unified decided by Assets and Liabilities Management Committee in the Head Office. Functional departments are responsible for its operation and management according to its own authority. Protect and Increase Value: increased the value of injected capital on the basis of protecting its value under effective risk control.
 

Based on the above management principles, ICBC established an injected capital management framework including 4 levels of decision-making, execution, control and assessment. Highest decision making rights are exercised by Assets and Liabilities Management Committee. Concerned Departments undertake execution, control and assessment according to its own functions. This management framework has clear structure, forceful control and independent monitoring. It ensure Assets and Liabilities Management Committee can effectively execute investment strategies to protect and increase the value of injected capital. Moreover, ICBC has formulated detail rules for injected capital on management of credit risk, market risk, operation risk and legal risk. Division of labor among all risk management departments has been instituted. Effective risk management business flow and detailed risk control index scheme are also identified.
